A Digital Platform Ecosystem Approach to Education Management Information System Strengthening Background paper prepared for the Global Education Monitoring Report

This paper outlines a digital platform ecosystem approach to Education Management Information System sustainability and innovation. The focus is on strengthening the resilience of nationwide information infrastructures in low and middle income countries in the face of changing data requirements and technological shifts. The flexibility of a modular, platform-based architecture allows for gradual accumulation and convergence of investments through robust scaling along multiple dimensions, as illustrated through country examples. A hallmark of the approach presented in this paper is a focus on participatory development of information systems within a broader ecosystem with a variety of contributors. A configurable and extensible digital platform can support locally relevant value co-creation by a community of implementers, researchers, programmers, managers and users who share knowledge and innovations; that is, a digital platform ecosystem.
